DB Maintenance Plan Never Fully Completes

Frequently I have a problem where a maintenance plan will
complete, but the job status in EM states that the job is
still running with a status of "Performing Completion
Actions". I am unable to stop the job, and even though
the logs show the job to have completed successfully, the
operator is never sent the report.You could have blocking on sysoperators but it's most likely
related to the mail configuration. Does the mail profile
work correctly for other jobs? If not, you need to look at
your mail configuration. Check:

Do you have the mail profile setup for Exchange and an
Outlook Address Book service? I've seen that cause similar
issues as it doesn't cleanly handle the situation where the
mail server isn't available. Removing the Address Book
service from the profile usually cleans it up.
You can clean up the hanging job by restarting SQL Agent
service.
